Every single creative account is the story of creating order out of chaos. This is also represented by the creation of an ordered world out of the waters of chaos. This can also be seen as the emergence of land, or the victory of land over the waters.
The emergence of numbers is a good way of thinking about it too. Zhuang Tzu's account of from 0 comes 1, 1 comes 2 and 2 comes 3 is an account of differentiation. The same thing we see in the Egyptian account as Atum impregnates himself and gives birth to 8 other Gods that make up the ordered world.
There is also a motif of taming and subjugation. The chaos that has been defeated does not disappear, but instead gets tamed and used to serve the purposes of order. In Egypt, the demons of the underworld are tamed to bring Re back to the ordered world every night. In Mesopotamia, Tiamat is cut into pieces and the world was built on her. Jungian thought suggests this is a process of integration. Whenever we make order out of chaos, the choas cannot be forsaken altogether, but instead its good or useful parts are integrated.
The emergence of order from chaos marks the first creation. With the emergence of the ordered world comes night and day as an ordered cyclical pattern that governs the world. Every single emergence of day from night marks a mini creation, as it involves the sun winning over the forces of the underworld. Therefore, dawn is a case of a mini creation, or the closest thing we get to creation itself.
